Understanding NYC DEP Lead Main Replacement Notice: What You Need to Know

New York City has many challenges below the streets that the average person is not aware of. One common issue is the dealings with lead pipes in the city water main system. There are many dangers associated with exposure to lead, for this reason the DEP has initiated a lead main replacement program. Unfortunately, it is not as good as it sounds and the financial burden falls on the property owner. The “program” includes the property owner being notified that they have 45 days to upgrade their lead pipe to copper.

 
Most common reason for the contractor lead line & water meter replacement notice is resulting from a plumber attempting to replace your meter. If it is deemed that your lead or galvanized water main is fragile or brittle, the DEP contractor will not proceed with the meter replacement as it may degrade the condition of your service line.

What are the dangers?

Lead can cause severe health issues, especially for pregnant women and children. There is a misconception that low levels of lead are not of any concern. However, recent studies show that all lead levels can cause developmental delays, cognitive defects as well as other health issues. Many old cities have used lead pipes for many decades, as time goes on, the pipes start to corrode while leaching lead into drinking water.

Depending on the details associated with your property, your plumber will be required to coordinate a permit with DEP. It is important to read the notice in its entirety and ask your licensed plumber if you are not clear.

The total cost is the responsibly of the property owner. The owner is required to hire a licensed plumber who holds the required license and bond to excavate the roadway and install a new copper pipe. It is important to understand that repairing a lead pipe is illegal and may result in additional issues.
